Does anyone know if in public housing do you have to pay a security deposit for a cat?

My friend has been living in a home which is through public housing and after 3 years there she was told she would have to get rid of all her cats but one. All 5 have been fixed. Her house is well organized and odor free. Now the new manager is requesting a $300.00 dollars pet deposit on top of that. Does anyone know what can she do about it? I don't want her to fall into a depression behind this. Thanks
